Regarded as the first step in the gradual prohibition of wine, this verse came in answer to questions about wine and gambling. According to the reports, Umar and a group of Companions prayed, “O Allah, give us a clear and decisive ruling about wine,” whereupon this verse was revealed, declaring that in both there is great sin and some benefit for people, but that their sin is greater than their benefit. The definitive prohibition was completed later with an-Nisa 43 and finally al-Ma'ida 90-91.

Al-Baqarah was the first surah revealed in Medina, coming down in portions over an extended period beginning in the first years after the Hijra. Its main context is the founding of the Muslim community in Medina, relations with the People of the Book (especially the Jewish tribes), the conduct of the hypocrites, and the change of the qibla (2 AH). It contains foundational legislation on fasting, pilgrimage, family law and the prohibition of usury; the usury verses are reported to be among the last revealed.
