يُنَادُونَهُمْ أَلَمْ نَكُن مَّعَكُمْ قَالُوا۟ بَلَىٰ وَلَٰكِنَّكُمْ فَتَنتُمْ أَنفُسَكُمْ وَتَرَبَّصْتُمْ وَٱرْتَبْتُمْ وَغَرَّتْكُمُ ٱلْأَمَانِىُّ حَتَّىٰ جَآءَ أَمْرُ ٱللَّهِ وَغَرَّكُم بِٱللَّهِ ٱلْغَرُورُ ١٤

The hypocrites will call to the believers, "Were we not with you?" They will say, "Yes, but you afflicted yourselves and awaited [misfortune for us] and doubted, and wishful thinking deluded you until there came the command of Allah. And the Deceiver deceived you concerning Allah.

The predominant view holds al-Hadid to be Medinan, dated to the later years after the Hijra. It urges spending and sacrifice in God's cause, distinguishing in rank those who spent and fought 'before the victory' from those who did so after, a reference reports connect to the period before Hudaybiyyah or the conquest of Mecca. It also reminds the believers that the time has come for their hearts to soften to the remembrance of God.
