ٱلَّذِينَ إِن مَّكَّنَّٰهُمْ فِى ٱلْأَرْضِ أَقَامُوا۟ ٱلصَّلَوٰةَ وَءَاتَوُا۟ ٱلزَّكَوٰةَ وَأَمَرُوا۟ بِٱلْمَعْرُوفِ وَنَهَوْا۟ عَنِ ٱلْمُنكَرِ وَلِلَّهِ عَٰقِبَةُ ٱلْأُمُورِ ٤١

[And they are] those who, if We give them authority in the land, establish prayer and give zakah and enjoin what is right and forbid what is wrong. And to Allah belongs the outcome of [all] matters.

The dating of al-Hajj is disputed; it is generally held to contain both Meccan and Medinan verses. The verses granting the wronged believers permission to fight (39-40) are reported to have come down around the time of the Hijra. The redefinition of the pilgrimage on the axis of pure monotheism is a distinctive theme of the surah.
