أَفَلَمْ يَسِيرُوا۟ فِى ٱلْأَرْضِ فَتَكُونَ لَهُمْ قُلُوبٌ يَعْقِلُونَ بِهَآ أَوْ ءَاذَانٌ يَسْمَعُونَ بِهَا فَإِنَّهَا لَا تَعْمَى ٱلْأَبْصَٰرُ وَلَٰكِن تَعْمَى ٱلْقُلُوبُ ٱلَّتِى فِى ٱلصُّدُورِ ٤٦

So have they not traveled through the earth and have hearts by which to reason and ears by which to hear? For indeed, it is not eyes that are blinded, but blinded are the hearts which are within the breasts.

The dating of al-Hajj is disputed; it is generally held to contain both Meccan and Medinan verses. The verses granting the wronged believers permission to fight (39-40) are reported to have come down around the time of the Hijra. The redefinition of the pilgrimage on the axis of pure monotheism is a distinctive theme of the surah.
