ثُمَّ أَرْسَلْنَا مُوسَىٰ وَأَخَاهُ هَٰرُونَ بِـَٔايَٰتِنَا وَسُلْطَٰنٍ مُّبِينٍ

Then We sent Moses and his brother Aaron with Our signs and a clear authority

Al-Mu'minun is Meccan, dated to the late Meccan period. It opens by enumerating the qualities of the believers who attain success, and answers the pagans' objections to prophethood and resurrection with proofs drawn from creation.
