إِنَّكَ لَا تَهْدِى مَنْ أَحْبَبْتَ وَلَٰكِنَّ ٱللَّهَ يَهْدِى مَن يَشَآءُ وَهُوَ أَعْلَمُ بِٱلْمُهْتَدِينَ
Indeed, [O Muhammad], you do not guide whom you like, but Allah guides whom He wills. And He is most knowing of the [rightly] guided.

Revelation context of the surah
Surah-wideAl-Qasas is Meccan, dated to the late Meccan period. Through the story of Moses before Pharaoh it assures the weak and oppressed believers that the balance of power can be overturned by God's decree. Verse 85 is reported to have been revealed at Juhfa during the Hijra journey, promising the Prophet his return to Mecca.
