4:59

يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوٓا۟ أَطِيعُوا۟ ٱللَّهَ وَأَطِيعُوا۟ ٱلرَّسُولَ وَأُو۟لِى ٱلْأَمْرِ مِنكُمْ فَإِن تَنَٰزَعْتُمْ فِى شَىْءٍ فَرُدُّوهُ إِلَى ٱللَّهِ وَٱلرَّسُولِ إِن كُنتُمْ تُؤْمِنُونَ بِٱللَّهِ وَٱلْيَوْمِ ٱلْـَٔاخِرِ ذَٰلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلًا

O you who have believed, obey Allah and obey the Messenger and those in authority among you. And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day. That is the best [way] and best in result.

Context

The verse on obeying those in authority

As narrated from Ibn Abbas in Bukhari, the verse “Obey Allah, obey the Messenger and those in authority among you” was revealed concerning Abdullah b. Hudhafa al-Sahmi, whom the Prophet had appointed commander of an expedition. It came down in connection with an incident about how soldiers should respond to a commander's order, and it commands that disputes be referred to Allah and His Messenger. The Prophet also declared that obedience is due only in what is right, and that there is no obedience to a creature in disobedience to Allah.

Surah-wide

An-Nisa is Medinan, dated predominantly to the period after Uhud (roughly 3-5 AH). Against the background of the orphans and widows left by warfare, it lays down comprehensive rulings on inheritance, marriage and the rights of women. The conduct of the hypocrites and relations with the People of the Book are also major themes.
