4:95

لَّا يَسْتَوِى ٱلْقَٰعِدُونَ مِنَ ٱلْمُؤْمِنِينَ غَيْرُ أُو۟لِى ٱلضَّرَرِ وَٱلْمُجَٰهِدُونَ فِى سَبِيلِ ٱللَّهِ بِأَمْوَٰلِهِمْ وَأَنفُسِهِمْ فَضَّلَ ٱللَّهُ ٱلْمُجَٰهِدِينَ بِأَمْوَٰلِهِمْ وَأَنفُسِهِمْ عَلَى ٱلْقَٰعِدِينَ دَرَجَةً وَكُلًّا وَعَدَ ٱللَّهُ ٱلْحُسْنَىٰ وَفَضَّلَ ٱللَّهُ ٱلْمُجَٰهِدِينَ عَلَى ٱلْقَٰعِدِينَ أَجْرًا عَظِيمًا

Not equal are those believers remaining [at home] - other than the disabled - and the mujahideen, [who strive and fight] in the cause of Allah with their wealth and their lives. Allah has preferred the mujahideen through their wealth and their lives over those who remain [behind], by degrees. And to both Allah has promised the best [reward]. But Allah has preferred the mujahideen over those who remain [behind] with a great reward -

Context

Ibn Umm Maktum and the exemption of the disabled

As narrated in Bukhari, when the verse “Not equal are those believers who sit and those who strive in the way of Allah with their wealth and their lives” was revealed, the Prophet called Zayd b. Thabit to write it down. Just then the blind Companion Abdullah b. Umm Maktum came and said, “O Messenger of Allah, if I were able I would surely join the jihad.” Thereupon revelation came anew and the words “except those with a disability” were added; Zayd related that the Prophet's thigh pressed heavily on his as the revelation descended.

Surah-wide

An-Nisa is Medinan, dated predominantly to the period after Uhud (roughly 3-5 AH). Against the background of the orphans and widows left by warfare, it lays down comprehensive rulings on inheritance, marriage and the rights of women. The conduct of the hypocrites and relations with the People of the Book are also major themes.
