لَهُۥ مَا فِى ٱلسَّمَٰوَٰتِ وَمَا فِى ٱلْأَرْضِ وَهُوَ ٱلْعَلِىُّ ٱلْعَظِيمُ
To Him belongs whatever is in the heavens and whatever is in the earth, and He is the Most High, the Most Great.

Revelation context of the surah
Surah-wideAsh-Shura is Meccan, dated to the late Meccan period. It treats the nature of revelation and the common essence of the religion given to all prophets; conducting affairs by mutual consultation (shura) is listed among the praised qualities of the believers.
